A Course Special for Women Officials

As is reported by HE Pich Bunthin on a special training course that I also like to take this chance to express my sincere thank to involvement made by the Ministry of Environment and Tourism. HE Pich Bunthin has made an appeal in his report for institutions to consider different models of cooperation on issue of training in order to bolster qualification for our officials at all levels. The Ministry of Public Functions will be ready for that kind of cooperation of all forms and professions. As far as this topic is concerned, I have discussed with HE Sar Kheng. Now, the Cabinet requests the Royal School of Administration to conduct a training course specially for female officials who have been appointed Secretary of State, Undersecretary of State, Deputy Governors of provinces and districts, General Secretary and Deputy General Secretary. I wanted to know if it is able to cater to this need. I would delegate the matter to Deputy Prime Minister HE Sar Kheng.

Tertiary Education Development

I am glad to be able to join with all of you and Buddhist monks present here in this joyous event to grant diploma for 1,210 graduates of the IIC University of Technology. It is now my third time to come to the IIC graduation event. I am so impressed by the report of HE Chhuon Chanthan in relation to progress made by the university. In general, we all noted the development of human resource within the framework of the state and private tertiary education not in just quantity but also in quality.

Refugees to Come to Cambodia Voluntarily

… I would continue to appeal for continuation of effort to strengthen quality of education. Each school or university needs to work on quality of education because our human resource will have to compete in job market locally, in the region and in the world. I am ambitious. Today there will be clarification by the Ministry of Foreign Affairs and Interior on issue relating to the agreement signed with Australia to allow voluntary resettlement by certain refugees to Cambodia. It is an obligation that Cambodia has to fulfill. There is of course differing opinion in Australia on this issue between the ruling and opposition parties. Here, we also have those who staged demonstrations at the embassy. They have not had access to agreement. However, there is a point mentioned in the deal that the resettlement will be on voluntary basis. No one is to be forced to come to Cambodia.

One-Year Anniversary of the First Cabinet Meeting

I am so glad today to be able to participate with all of you in this ceremony to present diplomas for graduates of the Chamroeun University of Polytechnics. Today, as everyone could recall, is the first anniversary of the first Cabinet meeting after the first parliamentary session on September 23 of 2013 under the presidency of HM the King. It also falls on the Phjum Ben day or the fifteenth day of the Buddhist ceremony. Our Phjum Ben day this year falls on 23 September 2014, when last year it was the day that HM the King summoned all 123 members of the National Assembly for its first meeting. Only 68 of them were present. On 24 September 2014, we started the process of establishing the Royal Government, which was yesterday. On the 25 September 2013, we held the first Cabinet meeting when we launched the Rectangular Strategy Phase III.

Cambodian Human Resource – Ready for AEC

I am glad to preside over the graduation and diploma presentation ceremony of our students at the BELTEI International University (BIU) and the inauguration of the new 15 storey BIU building. HE Ly Chheng, rector of the BIU has made a report on the development of this foundation – I mean you have BELTEI International Institute and BELTEI International University. I highly appreciate your active involvement in human resource development. According to the report, today we have 735 graduates for diploma presentation. As indicated in his progress report, up to 96.50% of graduates who learnt and used English as means have found employment.

Today I have a great pleasure to come to the Vanda Institute again to preside over the graduation and diploma presenting ceremony for 3,440 students. This is my eighth time here. I would like to take this opportunity to express my sincere appreciation for the efforts made by the Institute, as is reported by HE Heng Vanda, concerning its progress and expansion of services from Phnom Penh to the city of Siem Reap and Battambang, which is under construction. The progress made by Vanda Institute in particular has shown a streamlining national movement in education as a whole since the day of liberation – 7 January 2014. With our policy at a later stage to allow private investment in the field of human resource development, the education service has become a national movement where thousands upon thousands are benefiting from.
