Barriers to Exports from Low to High Income Countries

I wish to add a few things here. There is an organization called OPEC (Oil Producing and Exporting Countries) who is doing the oil exporting. In this region, we have a mechanism for those who grow and produce rubber. We need to work harder with our partners. Cambodia is holding its rotating chairmanship. There is also one other initiative I started since 2005 in the framework and to attract attention of the ACMECS countries on issue of setting up a rice exporting countries (REC), in which Cambodia, Thailand, Vietnam, Laos and Myanmar are members. This is an issue that is continuing to be discussed.

I am so glad to see the progress all of you have made in the University of Cambodia with the development in infrastructure, competence of professors, etc. However, the point of interest here has been the ability for students to find jobs. I mean we need top address a qualified training issue so as to let graduates to be able to either create a job for self-employment or to seek jobs. As the Samdcech Techo-Handa Vision 100 Scholarship Students is provided to students who passed the test I am encouraging you to make your best in your study here.

Selected Extempore Comments during the Graduation and Diploma Presenting Ceremony for the New Khmer Generation Institute [Unofficial Translation]

I am glad to be with all of you and respected Buddhist monks, Excellencies, ladies and gentle men on this very auspicious occasion of the graduation and diploma presenting ceremony to 1997 students of the New Khmer. I am glad that this Institute of New Khmer Generation (NKGI) has grown up from formerly the New Khmer Generation League, as is reported by Director Nob Narin. As I used to mention on various occasions, getting an institute to start up is a difficult job but securing its sustainable development is no less. Some have come up with ideas and projects but could not realize them, either because of mismanagement or no participation from concerned circles. This case is true not only for projects planned by private or non-governmental organization but by government too.

Tertiary Education Development

I am glad to be able to join with all of you and Buddhist monks present here in this joyous event to grant diploma for 1,210 graduates of the IIC University of Technology. It is now my third time to come to the IIC graduation event. I am so impressed by the report of HE Chhuon Chanthan in relation to progress made by the university. In general, we all noted the development of human resource within the framework of the state and private tertiary education not in just quantity but also in quality.

Just a Question of Time

I wish to say a little more here. Some of you here, including also those of you who are foreigners living here from the year before, may have remembered the situation from last year. After the negotiation failed, the situation in Phnom Penh was in turmoil. On 16 September, the negotiation seemed to have made some progresses but on 17 September, it failed. However, I was still optimistic. At least a few foreign ambassadors met me then.

Phnom Penh – From Empty to Congested Capital

I am so glad today to be able to join with Buddhist monks and compatriots in the launch of the construction of an overpass and an underpass at the Techno junction that we will, as is proclaimed by Mayor of Phnom Penh, Pa So Cheatvong, call it the Techno Overpass. Our starting had been a difficult one. We came from a capital where there were no dwellers and roads on which there were no commuters. We have now come to a state of traffic congestion in the capital after 30 years of the liberation from the regime of Pol Pot. Our needs at liberation time were different. In those days, all we needed was sufficient food for the people. There was not a big problem too as far as lodgment or housing was concerned. There were many empty houses available. Now we have more needs to answer.

No Corruption in 1980s

The central office of the Anti-Corruption Unit is formerly the command headquarters of the armed force since the French time. I would remind you that from this command headquarters, war was made under the French colony and later the war between 1970 and 1975. Later than that this place was also used for war matter. Now we have used this place as command centre against corruption. If delegates have time, maybe it is a good idea how we make war command centre into central office of Anti-Corruption Unit.

Selected Comments and Press Briefing during the Extraordinary Session of the Fifth Legislative National Assembly [unofficial Translation]

Firstly, I would like to express my warmest greeting to the presence of members of the National Assembly from the Cambodia National Rescue Party (CNRP). I also convey my warm welcome to the idea raised in the speech of HE Sam Rainsy. I think if everything according to this spirit happened a year ago, Cambodian could have had one good year already (after the elections of the fifth legislative term of the National Assembly). What happened on 22 July 2014 was not much different to the spirit of the negotiation on 17 September 2013. Putting the two negotiation results next to one another, there is not much difference. Unfortunately, the situation had gone worse and sadness came to the country before conscience reigns. I strongly hope that HE Sam Rainsy and members of the CNRP will keep record of everything that we discussed on 16 and 17 of September 2013, on the phone on 9 April 2014 and again on 22 July 2014.

Issue of 2% of Obligatory Recruitment of Disables in Public Work

As far as this matter of disables recruited for work in public institutions, I would urge the Minister of Social Affairs, Veteran and Youth Rehabilitation (MSAVYR) to discuss with the Ministry of Education, Youth and Sports (MEYS) on this. We have 190,000 government employees and 110,000 of them are teachers. (With regard to recruiting 2% of their staff from disables and 1% in private workplace) 2% of the 110,000 number is worth reconsidering. I urge the MSAVRY to bring this issue up with MEYS. Imagine if some disables have had to stand teaching. For other job functions, they would find something to fit them. They have their problems. One of my friends got amputated and is standing teaching with one leg. We do not want to see this.

Increase in Fish and Prawn Farming

I am so glad to be here once again on the National Fish Day – 1 July that we celebrate every year. Last year, I missed the celebration because it fell on the election campaign period as I made a solemn promise that within the specified period of one month of the campaign, I would not make any statement. It is in this respect that last year we celebrated the day in Kompong Thom and HE Yim Chhay Ly had to represent me there. This year, nothing prevents me from joining all of you in celebrating the National Fish Day here in the reservoir of Kdol, village of Kraing Kantrol, Peam commune in the district of Samaki Meanjei of Kompong Chhnang province. It is indeed a great pleasure for me to be able to pay a visit to our people and Buddhist monks in the province of Kompong Chhnang.
