In Absence of Religious and Racial Conflicts, Win-Win Policy Easily Implemented

The regime of Pol Pot had ravaged religions to the roots – not only Islam but all religious faiths. After the liberation on 7 January 1979, all religions (in Cambodia) revived along with the Cambodian nation. It is noted that there have been efforts made by various religions – Buddhism, Islam and Christianity. Non-religious persons are making efforts as well. What is important and proud for us is that Cambodia does not have religious conflicts. HE Ambassador from Kuwait mentioned this in his speech and I am very grateful and feeling encouraged by it.

NR 4 Becomes a Priority

I would like to express my pleasure to be able to return once again after I came here for the groundbreaking ceremony on 18 May 2011. Please allow me to say a few things as I happened to have come along this area many times. It was started with the construction of the 4.2 meters bridge 117. It was followed by the construction into concrete later. That means I was around here quite a while. In addition to that, my late mother also contributed to the reconstruction of the Kdei Lovea Buddhist pagoda, which is not far from here. Many of my relatives, my late grandaunt included, were buried there. My late mother also has one other pagoda called Tropang Korng in Kompong Speu’s district of Samraong Tong too.

Human Resource Priority Number One

I am glad to be able to join with all of you in the graduation and diploma presenting ceremony for 1,928 graduates of Bachelors, Masters and Ph D levels. The report really makes me proud of the path taken by Asia-Europe University which started over ten years ago as an organization specialized in skills development and training. It has now become one of the universities with senior professional studies, where there are also enrollments of foreign students. Where are the three Chinese students? I see that they all are female. Among all four priority areas set from the beginning – water, roads, electricity and human resource – human resource has now taken the number one priority position. It has now become the primary angle that we will make investment.

Conceptual Misinterpretation of Culture of Dialogue

Let me now pick up a political issue, which is relating to deception of the truth. In Kuala Lumpur, after HE Sam Rainsy and I were present together at the Sangkranta Angkor 2015 and declared cofounders of the culture of dialogue, it appears that the majority of our population supports the move. HE Sam Rainsy sent me an SMS when I was in Jakarta. I did not receive his SMS right away as I was having a meeting with the Chinese President HE Xi Jinping. He asked me maybe it was a good idea to have a meeting with our compatriots in Kuala Lumpur since we both would be present there at the same time. I responded positively and was checking out for arrangement.

My warmest welcome to the Buddhist monks, members of the Senate, HE Sam Rainsy, the minority leader and Madame, Ambassadors and Chargé d’Affaires, foreign guests who are present here. I also welcome youth representatives from ASEAN and East Asian countries and members of the Union of Youth Federations of Cambodia (UYFC). Since we also have the live coverage of this event, please allow me to also express my sincere greetings (over the Khmer New Year) to our compatriots in the Kingdom of Cambodia as well as abroad. Barriers to Exports from Low to High Income Countries

I wish to add a few things here. There is an organization called OPEC (Oil Producing and Exporting Countries) who is doing the oil exporting. In this region, we have a mechanism for those who grow and produce rubber. We need to work harder with our partners. Cambodia is holding its rotating chairmanship. There is also one other initiative I started since 2005 in the framework and to attract attention of the ACMECS countries on issue of setting up a rice exporting countries (REC), in which Cambodia, Thailand, Vietnam, Laos and Myanmar are members. This is an issue that is continuing to be discussed.

I am so glad to see the progress all of you have made in the University of Cambodia with the development in infrastructure, competence of professors, etc. However, the point of interest here has been the ability for students to find jobs. I mean we need top address a qualified training issue so as to let graduates to be able to either create a job for self-employment or to seek jobs. As the Samdcech Techo-Handa Vision 100 Scholarship Students is provided to students who passed the test I am encouraging you to make your best in your study here.

Selected Extempore Comments during the Graduation and Diploma Presenting Ceremony for the New Khmer Generation Institute [Unofficial Translation]

I am glad to be with all of you and respected Buddhist monks, Excellencies, ladies and gentle men on this very auspicious occasion of the graduation and diploma presenting ceremony to 1997 students of the New Khmer. I am glad that this Institute of New Khmer Generation (NKGI) has grown up from formerly the New Khmer Generation League, as is reported by Director Nob Narin. As I used to mention on various occasions, getting an institute to start up is a difficult job but securing its sustainable development is no less. Some have come up with ideas and projects but could not realize them, either because of mismanagement or no participation from concerned circles. This case is true not only for projects planned by private or non-governmental organization but by government too.
