NR 4 Becomes a Priority

I would like to express my pleasure to be able to return once again after I came here for the groundbreaking ceremony on 18 May 2011. Please allow me to say a few things as I happened to have come along this area many times. It was started with the construction of the 4.2 meters bridge 117. It was followed by the construction into concrete later. That means I was around here quite a while. In addition to that, my late mother also contributed to the reconstruction of the Kdei Lovea Buddhist pagoda, which is not far from here. Many of my relatives, my late grandaunt included, were buried there. My late mother also has one other pagoda called Tropang Korng in Kompong Speu’s district of Samraong Tong too.

Barriers to Exports from Low to High Income Countries

I wish to add a few things here. There is an organization called OPEC (Oil Producing and Exporting Countries) who is doing the oil exporting. In this region, we have a mechanism for those who grow and produce rubber. We need to work harder with our partners. Cambodia is holding its rotating chairmanship. There is also one other initiative I started since 2005 in the framework and to attract attention of the ACMECS countries on issue of setting up a rice exporting countries (REC), in which Cambodia, Thailand, Vietnam, Laos and Myanmar are members. This is an issue that is continuing to be discussed.

Dealing with Unforeseeable Circumstances

Today, I am so happy to join with all of 4,415 graduates of the National University of Management in their graduation and diploma presentation ceremony. It is important for me to remind you that the most important factor in work is getting ready for unforeseeable circumstances. Just now, it is an unforeseeable circumstance in fact. When all four thousand people here stand to salute the national anthem, the music was not on. What can we do? If I were not to tell you to be at ease, we would have stood here.

Excellencies, Ladies and Gentlemen

It is my great pleasure today to preside over the opening of the 2014 Cambodia Outlook Conference on the very timely theme of “Cambodia the Next Five Years – Reform and Competitiveness in an Integrated Region”. This is the eighth occasion on which I have had the pleasure of delivering the opening keynote address in this outlook conference. I wish to once again congratulate CDRI and ANZ Royal Bank on their initiative in hosting this important annual conference, which brings together officials from the Royal Government, and senior representatives of the private sector, the research community, non-government organisations, and international development partners to consider Cambodia’s achievements, the challenges we face, and how we can work together to overcome those challenges for the benefit of our nation.
