Dear Participants!

Today, it is my honor and pleasure to participate in the Closing of the 2013-2014 Stocktaking and 2014-2015 Direction Setting Conference of the Ministry of Education, Youth, and Sport. At the outset, I would like to congratulate on the best result of the conference, considered as an important annual event of the Ministry of Education, Youth, and Sport (MoEYS).  Indeed, through this conference, we are able to see not only a proud result that the management and all education officials have achieved, but also an opportunity for all stakeholders to understand and further participate in implementing comprehensive reform program of education sector in the spirit of ensuring our national education sector to be more developed responding to new trends of Cambodia’s Socio-economic situation and global trends.

Filling Trenches, Building Hotels

As far as command base is concerned, let us not be extreme. There has been this comments that Hun Sen is filling up all the strategic trenches. I then asked them back what defines a strategic trench. How could a trench be strategic when it sits only 200 meters away from the border? They call it strategic. Well, my policy is to fill up those trenches. As you may have learnt that there used to be trenches in the whole of Cambodian territory, Phnom Penh included. I fill them all up. Why do we need them? We fill them up and build hotels, houses, farms, etc.

Cambodia’s First Coal-Fired Power Station

Today, I am so happy to be in the province of Preah Sihanouk once again to put into official use the 100 MW coal fired station and, taking this opportune moment, to inaugurate from here the 230 KV power transmission line from Udong of Kompong Speu to the province of Kompong Cham. We may note together that this is the first Cambodian coal fired power station ever.  Just now, the Executive Director of Leader Company, Dato Seri H’ng Bok San, thanked our officials for taking their times to join this event. I think it is their pleasures to be here because Preah Sihanouk province and city is the tourist destination. My presence here today signifies a new achievement in the Kingdom of Cambodia.

Selected Extempore Comments at the Graduation, Diploma and Certificates Presenting Ceremony at the Royal School of Administration (RSA) – Unofficial Translation

I am so glad to preside over two events at the same time – (1) to give out diplomas and certificates to 290 senior officials, medium and senior administrative officials for 2014 and (2) to launch the training and retraining courses for 237 students who are senior officials and trainees for 2014. I am pleased that Minister of Public Functions, HE Pich Bunthin, mentioned in his report it is my 17th time to come to this school since 1986. As honorary professor, though I have not had the chance to come teach on a regular basis, I still do come to talk to you at the graduation before you rejoin your line of works. Generally, we meet twice for each intake – one at the course opening and again at the course closing.

Selected Impromptu Comments at the Groundbreaking Ceremony to Construct the bridge at the border between Cambodia and Vietnam at Chrey Thom, Kandal Province

I would like to take this opportune moment to express my sincere thank to the Vietnamese people who live and are present also on the other side of the river for this occasion. I am so happy today to be able to come here with Prime Minister HE Nguyen Tan Dung for the launching of the groundbreaking ceremony for the construction of the 428 meters Chrey Thom-Long Binh Bridge – a historic indicator of the history of the two countries relations.
