I am so pleased today to be able to take a presence here together with HE Sam Rainsy and Lok Chumteav in this very happy meeting with all of our workers and students who are staying legally for work and study in Malaysia. I thank HE Sam Rainsy the initiative to have such a meeting while we are staying in Kuala Lumpur. I appreciate his thought and preparation to take the opportunity that we are all present here. HE Sam Rainsy proposed the idea and sent me an SMS while I was in Jakarta. I think it is a good chance that we can be present together in this auspicious time to meet with our people working in Malaysia at a time that the Khmer New Year just passed recently.

My warmest welcome to the Buddhist monks, members of the Senate, HE Sam Rainsy, the minority leader and Madame, Ambassadors and Chargé d’Affaires, foreign guests who are present here. I also welcome youth representatives from ASEAN and East Asian countries and members of the Union of Youth Federations of Cambodia (UYFC). Since we also have the live coverage of this event, please allow me to also express my sincere greetings (over the Khmer New Year) to our compatriots in the Kingdom of Cambodia as well as abroad. Selected Impromptu Comments at the Groundbreaking Ceremony to Build the National Road 58 from Poi Pet in Banteay Meanjei to Samraong City in Uddar Meanjei

I am so happy to return to this province for the groundbreaking ceremony to build the 174 Km National Road 58. If I am not mistaken, last year, with HE Bu Jianguo, Ambassador of the People’s Republic of China, I came to the province of Banteay Meanjei on March 10, 2014 to put into official use the National Road 59 linking the National Road 5 to the province of Pailin. This means that a year ago we put into official use a 100 Km road and now we are building another 174 Km road today. I am so proud of the development in the Kingdom of Cambodia despites some obstacles. It is normal for a country in development that there are some peculiar issues. I am sure the Cambodian people will come up with judgment of what has been happening.

I am glad to join with all of our Buddhist monks, Excellencies, Ladies and Gentlemen, on this graduation and diploma presenting ceremony of the Human Resource University (HRU) for its 1794 graduates. The report of the HRU’s leader, once again has taken our attention to the development of the HRU, which has in fact started as a non-governmental organization. The progress made concerning the development of human resource here witnesses the share that HRU contributed and the growing relations HRU has with other institutions as partner. It is indeed my pleasure to see that we have assured expansion of education with the help of the private sector.
