Buddhist World Associated with Human Resource Training

My esteem to Samdech Preah Agga Mahā Sangharājādhipati Tep Vong, Samdech Preah Abhiserey Sokunthea Mahā Sangharājādhipati Bour Kry, and Samdech Preah Maha Sometheadhipati Nun Nget, Samdech head and vice head monks of the Kingdom of Cambodia. Today I am so happy to have the honor of taking the presence once again at the graduation and diploma presentation ceremony for 1,664 Buddhist students and teachers of the Preah Sihanouk Raja Buddhist University. Last time we did it at the Chadomuk hall. This time, because we have more people than the hall could house, we have the celebration here. I am so joyful to have this chance to meet the two Mahā Sangharājādhipati and all Buddhist monks and other graduates.

Excellencies, ladies and gentlemen,

I am delighted to attend the closing of 2014 Stocktaking and 2015 Direction Setting Conference of the Ministry of Interior. At the outset, I would like to express my commendation and appreciation to the leadership of the Ministry of Interior, sub-national administration, civil servants and police force for the physical and mental effort to deliver achievements to the nation and people to date.

Armed Forces – State Instrument

Today I wish to remind all of you on two important issues. Firstly, everyone should not forget that since after the general elections, Cambodia has just experienced calmness from early second six month of 2014, after a political conciliation was reached. Prior to the conciliation, there was an effort to topple the Royal Government through what they call “people’s power” or “color revolution.” They have declared that 2013 was the best year to change Hun Sen. External circles have asked two questions to Phnom Penh – a) is the Cambodian People’s Party still in unity. They gave a correct answer that they were; and b) were the Cambodian armed forces faithful to Hun Sen? or to the Royal Government? The reply from Phnom Penh was “not sure.” That has brought me to concluding that the demonstrations of September 15, 16 and 17 – 2013 were testing the armed forces position towards the Royal Government of Cambodia.

Imams of Islam, Excellencies and Lok Chumteavs, HE Governors of Tay Ninh and Binh Phuoc provinces of Vietnam, who have taken their precious time to attend today’s ceremony. My wife and I also convey our deep respect to elderly, uncles, aunts and compatriots. Today, we are so happy to be able to join with all of you – people and Buddhist monks and compatriots in the groundbreaking ceremony to build the administrative building and needed infrastructures of the provincial city of (the newly established province of) Tbong Khmom. As we are passing the year 2014 to 2015, and the forthcoming celebration of the 36th anniversary of the victory on 7 January 1979-2015, please allow me to wish you all the four Buddhist wishes.

I am so glad to preside over two events at the same time – (1) to give out diplomas and certificates to 290 senior officials, medium and senior administrative officials for 2014 and (2) to launch the training and retraining courses for 237 students who are senior officials and trainees for 2014. I am pleased that Minister of Public Functions, HE Pich Bunthin, mentioned in his report it is my 17th time to come to this school since 1986. As honorary professor, though I have not had the chance to come teach on a regular basis, I still do come to talk to you at the graduation before you rejoin your line of works. Generally, we meet twice for each intake – one at the course opening and again at the course closing.
