Development Needs Human Resource

It is my pleasure to once again join with all of you to present diplomas for 3,523 graduates of the Royal University of Phnom Penh (RUPP). Since 1988, I have participated 19 times to present diploma in RUPP. I am so delighted to have listened to the report of HE Tith Chamnan in relation to the overall progress made in RUPP. We have all learned that this is the oldest university of the country. It has attracted most students to study here too. The maintenance of such reputation as a state university with quality education standard is a guarantee for future of our students in this and forthcoming generations. I would like to take this opportunity to give my appreciation to the Ministry of Education, Youth and Sports as well as leaders, rector and vice rectors, professors, staff of RUPP for making efforts in the past for the university to function.

Selected Impromptu Comments at the Graduation and Diploma Presentation Ceremony of the Vanda Institute

Most Female Students, Quality Education

I am so glad today to be able to join with all of you once again in presenting diploma for 3,169 graduates of the Vanda Institute. This institute has the most female students. This is what the Royal Government would like to have. When I presided over the inauguration of AEON Supermarket and Mall, I met a number of young employees. They claimed to have graduated from Vanda Institute. In another inauguration ceremony of the Cho Ray Hospital Phnom Penh, accountants working there also told me they graduated from Vanda Institute. This has ascertained the fact presented in the report that among 3,169 students, 2,672 of them have already found their jobs.

Selected Impromptu Comments in Addition to the Prepared Text on Outlook Conference 2015 – ASEAN Economic Community 2015 and Beyond: Reform Agenda

First of all, I am asking for your understanding concerning the changing of schedule. I planned to read this speech in the morning. However, since we had this protocol to accompany their Majesties to have a medical checkup in the People’s Republic of China, I then proposed two options – 1) I would send someone on my behalf and 2) we change our conference opening from morning to afternoon. It did indeed cause some difficulties to some of you. However, absence of the Prime Minister at the time when Their Majesties leave the country would not be a good protocol. I am asking for understanding from the Cambodia Development Resource Institute (CDRI) as well as the conference participants. I also notice here Ms Eva Mysliwiec who mothered CDRI in our difficult time at Tuol Kork with HE Chea Chanto, then Minister of Planning. CDRI has now reached its twenty some years or in other word a fully grown young man. I also noted the presence of HE Fumiaki Takahashi, former Ambassador (of Japan to the Kingdom of Cambodia). It is good to meet everyone.
