It is my pleasure to be at the opening of the “3rd National Forum on Climate Change”. This forum is held just one week ahead of the 19th Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change and the 9th Session of the Conference of the Parties to the Kyoto Protocol in Warsaw, Poland.
