It is my pleasure to once again join with all of you to present diplomas for 3,523 graduates of the Royal University of Phnom Penh (RUPP). Since 1988, I have participated 19 times to present diploma in RUPP. I am so delighted to have listened to the report of HE Tith Chamnan in relation to the overall progress made in RUPP. We have all learned that this is the oldest university of the country. It has attracted most students to study here too. The maintenance of such reputation as a state university with quality education standard is a guarantee for future of our students in this and forthcoming generations. I would like to take this opportunity to give my appreciation to the Ministry of Education, Youth and Sports as well as leaders, rector and vice rectors, professors, staff of RUPP for making efforts in the past for the university to function.

Please allow me to make comments on this issue since we have the presence of a very important colleague, HE Gareth Evans. First of all I wanted to address HE Gareth Evans what made him criticize me last year? I have no way of knowing if it was really what HE had said or it was a wrong publication by the newspaper. We have been good friend for a long time. The point here is I am not clear in my mind why (you) criticized me. However, Gareth Evans played a major role on issue of peace in Cambodia. Gareth Evans may still remember the point relating to Khmer Rouge issue in what was known to be initiative of Gareth Evans. He may remember I made it clear in the Paris Conference that “the suitable place for Khmer Rouge was not in the Supreme National Council but to stand trial before the court.”

Armed Forces – State Instrument
Today I wish to remind all of you on two important issues. Firstly, everyone should not forget that since after the general elections, Cambodia has just experienced calmness from early second six month of 2014, after a political conciliation was reached. Prior to the conciliation, there was an effort to topple the Royal Government through what they call “people’s power” or “color revolution.” They have declared that 2013 was the best year to change Hun Sen. External circles have asked two questions to Phnom Penh – a) is the Cambodian People’s Party still in unity. They gave a correct answer that they were; and b) were the Cambodian armed forces faithful to Hun Sen? or to the Royal Government? The reply from Phnom Penh was “not sure.” That has brought me to concluding that the demonstrations of September 15, 16 and 17 – 2013 were testing the armed forces position towards the Royal Government of Cambodia.
