Development Needs Human Resource

It is my pleasure to once again join with all of you to present diplomas for 3,523 graduates of the Royal University of Phnom Penh (RUPP). Since 1988, I have participated 19 times to present diploma in RUPP. I am so delighted to have listened to the report of HE Tith Chamnan in relation to the overall progress made in RUPP. We have all learned that this is the oldest university of the country. It has attracted most students to study here too. The maintenance of such reputation as a state university with quality education standard is a guarantee for future of our students in this and forthcoming generations. I would like to take this opportunity to give my appreciation to the Ministry of Education, Youth and Sports as well as leaders, rector and vice rectors, professors, staff of RUPP for making efforts in the past for the university to function.

Conceptual Misinterpretation of Culture of Dialogue

Let me now pick up a political issue, which is relating to deception of the truth. In Kuala Lumpur, after HE Sam Rainsy and I were present together at the Sangkranta Angkor 2015 and declared cofounders of the culture of dialogue, it appears that the majority of our population supports the move. HE Sam Rainsy sent me an SMS when I was in Jakarta. I did not receive his SMS right away as I was having a meeting with the Chinese President HE Xi Jinping. He asked me maybe it was a good idea to have a meeting with our compatriots in Kuala Lumpur since we both would be present there at the same time. I responded positively and was checking out for arrangement.

My warmest welcome to the Buddhist monks, members of the Senate, HE Sam Rainsy, the minority leader and Madame, Ambassadors and Chargé d’Affaires, foreign guests who are present here. I also welcome youth representatives from ASEAN and East Asian countries and members of the Union of Youth Federations of Cambodia (UYFC). Since we also have the live coverage of this event, please allow me to also express my sincere greetings (over the Khmer New Year) to our compatriots in the Kingdom of Cambodia as well as abroad. Equally, our thoughts, my wife and I, are with the Royal Cambodian Armed Forces members who are currently in Libya, South Sudan, Central African Republic and Mali.

Tertiary Education Development

I am glad to be able to join with all of you and Buddhist monks present here in this joyous event to grant diploma for 1,210 graduates of the IIC University of Technology. It is now my third time to come to the IIC graduation event. I am so impressed by the report of HE Chhuon Chanthan in relation to progress made by the university. In general, we all noted the development of human resource within the framework of the state and private tertiary education not in just quantity but also in quality.
