I am so happy to be able to return once again to Pursat province where fifteen years ago on 18 March 2000 I was here for the groundbreaking ceremony of the National Road 56. Today we are here to launch another groundbreaking ceremony for the construction of the National Road 55, which is running some 182 Kilometres. I am so joyful to see that from day to day we have put into operation various completed infrastructural achievements and opened new construction projects. That is what we call development. I could recall that from here in the year 2000 I also inaugurated a primary school and junior secondary school buildings. I also provided two additional school buildings making the whole school complex funded by me.

Selected Impromptu Comments at the Groundbreaking Ceremony to Build the National Road 58 from Poi Pet in Banteay Meanjei to Samraong City in Uddar Meanjei

I am so happy to return to this province for the groundbreaking ceremony to build the 174 Km National Road 58. If I am not mistaken, last year, with HE Bu Jianguo, Ambassador of the People’s Republic of China, I came to the province of Banteay Meanjei on March 10, 2014 to put into official use the National Road 59 linking the National Road 5 to the province of Pailin. This means that a year ago we put into official use a 100 Km road and now we are building another 174 Km road today. I am so proud of the development in the Kingdom of Cambodia despites some obstacles. It is normal for a country in development that there are some peculiar issues. I am sure the Cambodian people will come up with judgment of what has been happening.

Keynote Address on the Occasion of Cambodia Outlook Conference 2015: A Partnership of CDRI and ANZ Royal Bank “ASEAN Economic Community 2015 and Beyond: Reform Agenda”

Excellencies, ladies and gentlemen,

I am honored and delighted to deliver the keynote address in this important Cambodia Outlook Conference 2015 held under the theme of “ASEAN Economic Community 2015 and beyond: Reform Agenda”. This is the ninth occasion on which I have attended and delivered keynote address in this outlook conference. I once again congratulate the CDRI and ANZ Royal Bank on their initiative to organize this annual conference which brings together government officials, representatives of the private sector, the research community, NGOs and development partners to review achievements and challenges to find the best way forward for the cause of the national interest.

Selected Impromptu Comments in Addition to the Prepared Text on Outlook Conference 2015 – ASEAN Economic Community 2015 and Beyond: Reform Agenda

First of all, I am asking for your understanding concerning the changing of schedule. I planned to read this speech in the morning. However, since we had this protocol to accompany their Majesties to have a medical checkup in the People’s Republic of China, I then proposed two options – 1) I would send someone on my behalf and 2) we change our conference opening from morning to afternoon. It did indeed cause some difficulties to some of you. However, absence of the Prime Minister at the time when Their Majesties leave the country would not be a good protocol. I am asking for understanding from the Cambodia Development Resource Institute (CDRI) as well as the conference participants. I also notice here Ms Eva Mysliwiec who mothered CDRI in our difficult time at Tuol Kork with HE Chea Chanto, then Minister of Planning. CDRI has now reached its twenty some years or in other word a fully grown young man. I also noted the presence of HE Fumiaki Takahashi, former Ambassador (of Japan to the Kingdom of Cambodia). It is good to meet everyone.

Selected Impromptu Comments during the Inauguration of the Hydropower Station of Russei Jrum Kraom, Mondul Seima District, Koh Kong Province [Unofficial Translation]

Biggest Hydropower Station So far

Today, I am so pleased to be able to join with our people to put into official use the 338 MW hydropower station of Russei Jrum Kraom – the biggest hydropower station we ever built so far. We used to put into official use the power station of only dozens of MW power. Today, we have a 338 MW power generation station which, for us, is a big scale of power station. As for China, on their Yangtze River, they built one of tens of thousands of MW. In 2018, we hope to have another hydropower station ready and it will produce up to 400 MW.
