Will South China Sea Issue Be Resolved in Malaysia?

I urge that HE Hang Chuan Naron, Minister for Education, Youth and Sports to review this issue of scholarship to be provided by the US first lady. ASEAN leaders now use my term comparing South China Sea to a hot piece of stone. It is not a hot potato. The difference is the heat in potato, after a while, will recede and people can eat it. As long as the hot stone is concerned here, it will be impossible. Sultan of Brunei and President of Myanmar said maybe Excellency could help bring down the heat of the stone in 2012. I assured them to reach lower temperature or not would depend on those countries involved.

I would like to express my appreciation for the efforts made by CUS’s progress, according to the report of Rector Sdoeng Sokhom. I am so happy to see that CUS has made progress from year to year and the effort made to find jobs for graduates.

In fact, this conference has provided opportunities for us all, especially the management and officials of MoEYS at the national and sub-national levels to gather together in order to discuss, share experiences and continue seeking effective measures for the development of our education, youth, and sport sector.

This is the eighth occasion on which I have had the pleasure of delivering the opening keynote address in this outlook conference. I wish to once again congratulate CDRI and ANZ Royal Bank on their initiative in hosting this important annual conference, which brings together officials from the Royal Government, and senior representatives of the private sector, the research community, non-government organisations, and international development partners to consider Cambodia’s achievements, the challenges we face, and how we can work together to overcome those challenges for the benefit of our nation.

I am so glad to preside over two events at the same time – (1) to give out diplomas and certificates to 290 senior officials, medium and senior administrative officials for 2014 and (2) to launch the training and retraining courses for 237 students who are senior officials and trainees for 2014. I am pleased that Minister of Public Functions, HE Pich Bunthin, mentioned in his report it is my 17th time to come to this school since 1986. As honorary professor, though I have not had the chance to come teach on a regular basis, I still do come to talk to you at the graduation before you rejoin your line of works. Generally, we meet twice for each intake – one at the course opening and again at the course closing.
