I have a great pleasure to be able to come and join with the Buddhist monks, Excellencies, ladies and gentlemen, the Ambassador and our people to put into official use the National Road 57B that is running 176 Kilometers long in the Cambodian territory. Yesterday I had a concern if I could make a journey this far or not since I had a fever and I am still having some of it now. It all started on last Sunday but I still went to preside over the celebration of the Cultural Day event. The night of Monday, the fever was terrible. It is my great pleasure today to preside over the opening of the 2014 Cambodia Outlook Conference on the very timely theme of “Cambodia the Next Five Years – Reform and Competitiveness in an Integrated Region”. This is the eighth occasion on which I have had the pleasure of delivering the opening keynote address in this outlook conference. I wish to once again congratulate CDRI and ANZ Royal Bank on their initiative in hosting this important annual conference, which brings together officials from the Royal Government, and senior representatives of the private sector, the research community, non-government organisations, and international development partners to consider Cambodia’s achievements, the challenges we face, and how we can work together to overcome those challenges for the benefit of our nation.

I am so glad to preside over two events at the same time – (1) to give out diplomas and certificates to 290 senior officials, medium and senior administrative officials for 2014 and (2) to launch the training and retraining courses for 237 students who are senior officials and trainees for 2014. I am pleased that Minister of Public Functions, HE Pich Bunthin, mentioned in his report it is my 17th time to come to this school since 1986. As honorary professor, though I have not had the chance to come teach on a regular basis, I still do come to talk to you at the graduation before you rejoin your line of works. Generally, we meet twice for each intake – one at the course opening and again at the course closing.

I would like to take this opportune moment to express my sincere thank to the Vietnamese people who live and are present also on the other side of the river for this occasion. I am so happy today to be able to come here with Prime Minister HE Nguyen Tan Dung for the launching of the groundbreaking ceremony for the construction of the 428 meters Chrey Thom-Long Binh Bridge – a historic indicator of the history of the two countries relations.
