Today I am delighted to attend the opening of the International Investment Conference 2014 held under the theme of Cambodia: New Era of Opportunity “Growth, Change and ASEAN Integration” which is organized by the International Business Chamber of Cambodia. This event is indeed Cambodia’s first biggest international investment conference held in 2014 after the formation of the Royal Government of the Fifth Legislature which is born from a free, fair and transparent general election on July 28, 2013.
Peace and Development, Otherwise Instability and Destruction
I am so pleased to be able to meet with professors and students of the Western University today. We will have a diploma presenting ceremony together. I have noticed that more and more universities have chosen the Exhibition Centre of Koh Pich for their graduation and diploma presenting ceremony taking into consideration that there are more and more people attending their ceremonies. Mr. Te Norin, rector of the Western University, already clarified in his report about the progress made in the university. In fact, we have today 2,330 graduates – most of who have either found jobs or created ones for themselves – to be presented with diplomas. It is also a remarkable note to keep that 70% of those in pursuit of their studies also are carrying out life of work and study together.
Welcome Foreign Minister Kushida Fumio, Japanese Consensus on Cambodia
I am so pleased today to be able to return to this place once again after my presence on 10 December 2012 to launch the construction of the AEON Mall in Phnom Penh. We are here today to put the mall into official opening. I have a great pleasure and thank HE Kushida Fumio, Foreign Minister of Japan, for conducting his visit to Cambodia at this inaugurating ceremony of the first biggest mall in Cambodia. HE Kushida and I have taken this chance to inaugurate jointly the mall, a Japanese investment, which is a clear message to the people of Japan about the advancement of relation between our two countries.

Today, it is my pleasure to participate with Excellencies, Ladies and Gentlemen in the Closing of the 2012-2013 Stocktaking and 2013-2014 Direction Setting Conference organized by the Ministry of Education, Youth, and Sport (MoEYS). In fact, this conference has provided opportunities for us all, especially the management and officials of MoEYS at the national and sub-national levels to gather together in order to discuss, share experiences and continue seeking effective measures for the development of our education, youth, and sport sector.
It is my great pleasure today to preside over the opening of the 2014 Cambodia Outlook Conference on the very timely theme of “Cambodia the Next Five Years – Reform and Competitiveness in an Integrated Region”. This is the eighth occasion on which I have had the pleasure of delivering the opening keynote address in this outlook conference. I wish to once again congratulate CDRI and ANZ Royal Bank on their initiative in hosting this important annual conference, which brings together officials from the Royal Government, and senior representatives of the private sector, the research community, non-government organisations, and international development partners to consider Cambodia’s achievements, the challenges we face, and how we can work together to overcome those challenges for the benefit of our nation.

I am so glad to preside over two events at the same time – (1) to give out diplomas and certificates to 290 senior officials, medium and senior administrative officials for 2014 and (2) to launch the training and retraining courses for 237 students who are senior officials and trainees for 2014. I am pleased that Minister of Public Functions, HE Pich Bunthin, mentioned in his report it is my 17th time to come to this school since 1986. As honorary professor, though I have not had the chance to come teach on a regular basis, I still do come to talk to you at the graduation before you rejoin your line of works. Generally, we meet twice for each intake – one at the course opening and again at the course closing.
